In 1967, the governor of the province of Entre Ríos, Brigadier Favre, in view of the isolation of the Mesopotamian provinces, decided to create LAPER (Líneas Aéreas Provinciales de Entre Ríos), predecessor of LAER. Using Cessna 180, 337 and 402 airplanes, air couriers were used to connect Paraná with Villaguay, Concordia, Córdoba, Concepción del Uruguay, La Paz, Rosario and Buenos Aires.
With the arrival of the new government in 1973, LAPER stopped flying. Ten years later, major floods caused the closure of the Zárate-Brazo Largo bridge and the Hernandarias tunnel, which forced the Provincial Aeronautics Directorate (Dirección de Aeronáutica Provincial) to use again its Cessnas 402 together with a helicopter and two IA-50 GII, to establish a kind of air bridge between Gualeguay and the Aeroparque. Once the situation was normalized, flights were suspended.

As a result of a strike of Aerolíneas Argentinas pilots in 1986, the brand name LAER was used for the first time, on IA-50 GII, flying the route Paraná – Gualeguaychú – Aeroparque.
In November 1987 a Saab 340 arrived, and in May 1988 the new LAER logo and colors were defined. A year later, as it was an uneconomical aircraft, it was returned to the lessor after having made few commercial flights.

In mid 1998, the company incorporates the ATR-42-320 and begins to extend its network of cities to the provinces of Buenos Aires, La Pampa, Chaco and Montevideo, in Uruguay.
LAER acquires from the Argentine Air Force the Fokker F-28 (Tango 04), to settle a debt that the Nation had with Entre Ríos, allowing it to enter the jet era.
