Argentina Updates Drone Regulations with New ANAC Resolution 319/2025
Argentina’s National Civil Aviation Administration (ANAC) has issued Resolution 319/2025, dated May 7, 2025, and published in the Official Gazette on May 9. The resolution modernizes the regulatory framework for Remotely Piloted Aircraft Systems (RPAS), commonly known as drones. It repeals Resolution ANAC 880/2019 and introduces Part 100 of the Argentine Civil Aviation Regulations (RAAC), titled “GENERAL REQUIREMENTS FOR THE OPERATION OF REMOTELY PILOTED AIRCRAFT (RPA/RPAs).”
The new regulations respond to directives set forth in Decrees 663/2024 and 639/2024. Decree 663, issued on July 24, 2024, specifically instructed ANAC—a decentralized body under the Transport Secretariat of the Ministry of Economy—to review and update existing regulations for remotely piloted and/or unmanned aircraft. This decree had already approved a "REGULATION FOR UNMANNED CIVIL AVIATION."
A key element of the update is the adoption of the Latin American Aeronautical Regulations (LAR), a regional initiative aimed at harmonizing aviation standards to enhance operational safety and efficiency. ANAC notes that implementing the LAR involved a comprehensive review of all regulations issued by the agency between 2014 and 2024, as well as the establishment of expert commissions.
Resolution ANAC 1/2025, dated January 6, 2025, established the "Commission for the Implementation of Latin American Aeronautical Regulations (LAR) on Remotely Piloted and/or Remotely Controlled Civil Aviation." This commission included participation and input from airlines, drone manufacturers and importers, airport operators, general aviation institutions and councils, universities, professional associations, international aeronautical organizations, ANAC itself, and various national government agencies involved in or coordinating with civil aviation.
The agency emphasizes that the new resolution was issued under "strict principles of free market and free competition," ensuring compliance with fair trade rules and aiming to prevent monopolistic practices by any manufacturer, importer, operator, maintenance organization, or civil aviation training center.
This modernized framework is designed to energize a growing sector—drones—with broad applications in agriculture, security, audiovisual production, surveying, and more recently, cargo transport, where pilot programs are already underway in Argentina with ANAC’s authorization.
The now-repealed Resolution 880/2019 had been the previous regulation governing Unmanned Aerial Vehicles (UAVs) and Unmanned Aerial Systems (UAS). The adoption of RAAC Part 100 is expected to bring Argentine regulations closer to international and regional standards, simplifying operations and fostering the development of the national drone industry.
ANAC clarified that, since the changes align with the LAR adoption under Resolution ANAC 1/2025, it was not necessary to apply the Participatory Norm Drafting Process set forth by Decree 1172/2003.
Several national ANAC departments contributed to drafting the new regulation, including Operational Safety (DNSO), Infrastructure and Airport Services (DGIYSA), Air Navigation Inspection (DNINA), and Air Transport (DNTA).
