From tow trucks to tarmacs: new ramp service provider authorized in Argentina
Escalum Investment has been approved by the Undersecretariat of Air Transport to operate airport services in Argentina for 15 years, with renewal contingent on compliance with safety standards.
Escalum Investment S.A. has been authorized to provide operational and ramp services at airports in Argentina, according to Provision 18/2025 from the Undersecretariat of Air Transport, published in the Official Gazette on June 25, 2025.
The measure, signed by Undersecretary Hernán Adrián Gómez, is part of the national government's broader effort to deregulate the aviation sector, a policy introduced in December 2023 aimed at increasing market competition, attracting investment, and expanding the pool of service providers.
The authorization is based on Argentina’s Aeronautical Code (Law 17.285) and the Air Transport Market Access Regulation established by Decree 599/2024, which outlines requirements for domestic and foreign legal entities to operate airport services in the country.
Escalum Investment demonstrated sufficient technical and financial capacity, as required under Article 105 of the Aeronautical Code. The company also received favorable assessments from the National Directorate of Air Transport at ANAC regarding the requested services.
The permit is valid for 15 years, and will be automatically renewable provided the company meets Operational Safety standards set out in Resolution 49/2024 of the Transport Secretariat.
With this approval, Escalum joins four other authorized ramp service providers in Argentina: Global Protection Service S.A., Fly Seg, Air Class Cargo, and Handyway Cargo S.A.
In its initial phase, Escalum plans to operate at three major airports:
• Ezeiza International Airport (its main base)
• Jorge Newbery Airport (Aeroparque) in Buenos Aires
• San Fernando International Airport in Buenos Aires Province
Escalum Investment has longstanding ties to the Buenos Aires city government, having provided towing and crane rental services for vehicles, vans, and trucks for years. Media reports have also linked the firm to Paolini, one of the country’s most recognized towing companies.
