Lithuanian company Avion Express, a specialist in ACMI operations (Aircraft, Crew, Maintenance, and Insurance), has begun the process of obtaining an Air Operator Certificate (AOC) in Mexico as part of its strategy to expand into key Latin American markets. In this context, the company has launched the search for a CEO to lead its future Mexican subsidiary.
According to Avion Express, Mexico represents a strategic market for the growth of the ACMI model, which allows airlines to add extra capacity during demand peaks or for specific operational needs. Data from Mexico’s National Institute of Statistics and Geography (INEGI) show that in 2023, the country welcomed over 45 million international tourists—the highest number since 2019.
The company also highlights that Mexico's domestic air market is highly active. Citing figures from the Latin American and Caribbean Air Transport Association (ALTA), Avion Express noted that in 2024 alone, there were more than 830,000 domestic flights, with local airlines connecting 596 city pairs. Additionally, Mexico’s average number of flights per person reached 0.85 per year—higher than the regional average of 0.62.
Darius Kajokas, CEO of Avion Express, stated, “As an ACMI operator, our goal is to support airlines by adding capacity when they need it most, especially in the face of demand fluctuations and seasonal variations across different markets.”
He added that after consolidating its position in Europe, the company is targeting expansion into counter-cyclical markets. “We recently obtained an AOC in Brazil and see great potential in Mexico, where we believe our services can bring substantial value,” he said.
Kajokas also noted that Avion Express already operates in Mexico under a long-term ACMI agreement, which provides a solid foundation for establishing a permanent presence in the country.
According to the company, the process of obtaining a Mexican AOC could take up to 24 months. During that time, it will focus on building a local team with strong knowledge of the market. In this regard, the search for a CEO is the first step.
“We are launching the recruitment process for the CEO of Avion Express Mexico, who will be responsible for building the team, leading the AOC certification, and managing the company once operations begin,” Kajokas said.

According to the company, the ACMI model allows airlines to adjust their fleets flexibly during peak seasons, optimizing resources in response to market shifts. With Mexico set to join its permanent operations, Avion Express aims to strengthen its position as a global provider of ACMI solutions.
