    Tension over delays at the Jaén Airport runway escalated to a physical level: peasant patrols punished a CORPAC manager in response to the paralysis of the works.

    The situation regarding the delays in the runway rehabilitation at Jaén Airport (JAE), in the Peruvian region of Cajamarca, has reached a critical point. A group of local peasant patrols ("ronderos") administered physical punishment with whips to the administration and finance manager of CORPAC, José Luis López Guzmán, in response to the prolonged halt in the construction work.

    The "ronderos," whose official name is "Rondas Campesinas," are autonomous community organizations in Peru, formed and led by the inhabitants of rural areas themselves, primarily in the Andean highlands. Their fundamental purpose is to provide security, administer justice, and resolve conflicts within their communities, based on their customs and traditions.

    The incident, reported by Peruvian media, occurred in the presence of the provincial mayor, José Tapia Díaz, who stated that the population is outraged by the lack of progress. The mayor declared that they took over the facilities "to demand that the contractor and those responsible at CORPAC comply and finish the work." He also described a bleak scene, having found "workers sitting around, saying there were no materials," calling the situation "a chaos."

    The works, originally scheduled for completion in January of this year, have an accumulated history of postponements spanning more than two years. This paralysis is causing severe economic damage to the region. The mayor emphasized that Jaén has lost around 500 million soles (about 135 million USD) during this time, affecting not only the local economy but also that of Cajamarca and the country, a key region for agricultural exports.

    Why was the CORPAC official punished?

    The physical punishment applied by the peasant patrols to José Luis López Guzmán, a manager at CORPAC, was a measure of community pressure and sanction in the face of constant non-compliance and lack of progress in the rehabilitation of the Jaén Airport runway. The community believes the delays, exceeding two years, are the result of deceit and mismanagement, which led to this drastic action.

    For his part, the leader of the peasant patrols explained that the punishment is a response to the deceptions and constant failures in the project. "We need the airport construction to be finished immediately, enough with the lies," the community leader warned, adding that if there is no compliance, "we will return and punish those responsible."
